800 Silver Shell Cameo best Brooch/Pendant Gibson Girl Neoclassical 1920's European

Isn't she pretty! This cameo is mounted in 800 silver. I'm thinking it's European in origin.
It has a best pin back and a bale to wear on a chain also.

Carved from shell, the details are quite fine. Her hair texture is exquisite, her facial features well defined.
Flowers adorn her dress and hair.
